$14.9M Repair to Oswego Breakwaters Underway
OSWEGO, N.Y. — The U.S. Army Corps of Engineers, Buffalo District started work this week on a $14.9 million repair of Oswego Harbor’s breakwaters.
Oswego’s Outer West and East Arrowhead breakwaters have been significantly damaged by storms, wave action, and deterioration for more than 90 years. The repairs are part of a broader mission to strengthen and modernize infrastructure in Oswego Harbor with more than $50 million of federally funded and planned coastal resilience improvements to strengthen the economy of the Great Lakes region and the nation.
- Deterioration from wave action and storms has left Oswego’s breakwaters significantly damaged.
- Repairs began the week of Sept. 21 and continue through 2028.
- Breakwater improvements ensure safe access for vessels on the Great Lakes and support nearly $28 million in annual economic impact.

“Oswego Harbor is a critical component of the Great Lakes Navigation System, supporting economic growth and strategic value to New York and the nation,” said Lt. Col. Aaron Anderson, USACE Buffalo District commander. “The breakwaters do more than protect shipping channels, they defend our shorelines from waves and erosion, sustain people’s livelihoods and support their communities.”
Work on a approximately 1,600 feet of the breakwaters will be conducted in multiple phases by Michigan-based Dean Marine and Excavating under contracts awarded in 2025 and 2026.
Phase one will address 600 feet of the Outer West Breakwater, with work already underway and scheduled to be completed by November.
Phase two includes repairs to 550 feet of the East Arrowhead Breakwater and an additional 500 feet of the Outer West Breakwater. That work is also planned to start this month and be completed in 2028.
Phase three has been funded and will continue repairs to the East Arrowhead Breakwater and Outer West Breakwater, with construction targeted to begin between 2027 and 2028.
During construction, the harbor’s federal navigation channel will remain open.
Commercial and recreational vessel operators are encouraged to proceed with caution when entering and exiting the federal navigation channel and steer clear of construction equipment.
Oswego Harbor is a deep draft commercial harbor which handled 372,000 tons of cargo, including cement & concrete (51%), aluminum (28%), and distillate fuel oil (6%) in 2023. Waterborne transportation facilitated by the harbor supports $21.1 million in business revenue, 76 direct, indirect, and induced jobs, and $7 million in labor income to the transportation sector.
